Standard and complex ACC housing modifications

Process overview

This page sets out how Enable New Zealand manages standard and complex ACC housing modifications.

What do standard and complex modifications include?

What happens?

1. Client agreement

ACC obtains the client’s agreement to their responsibilities (ACC1564).

2. Scope of work

We receive from ACC the referral form ACC7403 and the housing assessor (OT)’s report ACC257. We review the referral documents and create a scope of work.

3. Initial site visit

We arrange a meeting (initial site visit) at the property to be modified. The housing assessor, client, project manager and ACC case owner attend the site meeting.

4. Plans and specifications

The designer does a design concept for the proposed modifications. The design concept is reviewed by the following: ACC client, ACC case owner, the property owner, the housing assessor (OT), our professional advisor and our housing advisor. The designer prepares the final plans and specifications (working drawings) for ACC approval.

5. ACC approval to proceed to tender

ACC notifies us that we can tender the finals plans and specifications (HMD01).

6. Tenders and quotes

We send the documents to our design and build service for tendering. The housing assessor (OT) gets quotes for any housing equipment solutions. At least two builders provide quotes for the building work.

Who is Enable New Zealand’s design and build service?

We send the final plans and specifications to the property owner. The designer obtains the property owner’s consent to the modifications (ACC1563).

8. Building consents

We send the final plans and specifications to the appropriate authorities for building consents. Modification work cannot start until all consents have been obtained.

9. ACC approval to proceed to construction

  • ACC reviews the final plans, tenders, and property owner’s consent.

  • ACC notifies the client of its decision and funding contribution.

  • ACC notifies us of its decision (HMD02) and provides a purchase order.

10. Construction completed

  • A pre-build meeting may be held.

  • The client may move into temporary accommodation.

  • The project manager supervises the building work.

11. Completion visit

The housing assessor (OT) visits the property to ensure the modifications meet the client’s needs. The housing assessor (OT), ACC client and the builder sign the certificate of satisfactory completion (ACC1565). We notify ACC of completion.

12. Feedback

We invite the ACC case owner and housing assessor (OT) to give us feedback about the completed modification.
