DSS prioritisation guidelines
Disability Support Services (DSS) introduced prioritisation guidelines in April 2024 to help identify urgency and risk. This ensures people with the highest need continue to access equipment and modification solutions within current funding constraints.
Prioritisation decisions must:
Be based on clinical need and align with Priority One indicators
Consider the person’s existing supports
When to complete a Prioritisation Tool
A prioritisation tool is required for:
All Band 2–3 service requests
All housing-related funding requests
Band 2–3 reassessments that result in a new or alternative solution, including accessories over $1,000
When a Prioritisation Tool is not required
A prioritisation tool is not required for:
Any Band 1 equipment
Accessories under $1,000 (standard process applies; EMS portal not required)
Like-for-like replacements where equipment:
Is currently used
Continues to meet the person’s needs
Is deemed beyond economic repair (BER) by Enable NZ contractors. These cases are considered Priority One and do not require EMS portal submission.
Where to attach the Prioritisation Tool
The prioritisation tool must be completed and uploaded via the EMS portal. It is not required for requests for advice.
Who reviews the Prioritisation Tool
Services must nominate a clinical leader to:
Review Priority One EMS requests, or
Monitor Priority One and Two ratios using EMS portal reporting
Discuss arrangements with your service leader or manager.
